Stat. tit. 3, § 3-105","heading":"Procedure for adoption of zoning regulations","body":"\n\n(1) Notice and Hearing. No airport zoning regulations shall be\n\nadopted, amended, or changed under this act except by action of the\n\ngoverning body of the political subdivision in question, or the\n\nJoint Board provided for in subsection (2) of Section 103 of this\n\ntitle, after a public hearing in relation thereto, at which parties\n\nin interest and citizens shall have an opportunity to be heard. At\n\nleast fifteen (15) days' notice of the hearing shall be published in\n\nan official paper, or a paper of general circulation, in the\n\npolitical subdivision or subdivisions in which is located the\n\nairport hazard area to be zoned.\n\n(2) Airport Zoning Commission. Prior to the initial zoning of\n\nany airport hazard area under this act, the political subdivision or\n\nJoint Airport Zoning Board which is to adopt the regulations shall\n\nappoint a Commission, to be known as the Airport Zoning Commission,\n\nto recommend the boundaries of the various zones to be established\n\nand the regulations to be adopted therefor. The Commission shall\n\nmake a preliminary report and hold public hearings thereon before\n\nsubmitting its final report, and the governing body of the political\n\nsubdivision or the Joint Airport Zoning Board shall not hold its\n\npublic hearings or take other action until it has received the final\n\nreport of the Commission.
