Stat. tit. 3, § 3-120.2","heading":"Definitions","body":"As used in the Aircraft Pilot and Passenger Protection Act:\n\n1. \"Airport reference point\" is the geometrical center of all\n\nusable runways;\n\n2. \"Airport elevation\" is the highest point of an airport's\n\nusable runways measured in feet from mean sea level;\n\n3. \"Approach surface\" is an imaginary surface shaped like a\n\ntrapezoid:\n\na. longitudinally centered on the extended runway\n\ncenterline at a public-use airport,\n\nb. beginning two hundred (200) feet beyond the end of\n\neach runway pavement and at the runway end elevation,\n\nc. having an inner-edge width of one thousand (1,000)\n\nfeet expanding outward uniformly to a width of sixteen\n\nthousand (16,000) feet at the outer edge, and\n\nd. sloping upward for a distance of ten thousand (10,000)\n\nfeet at a slope of fifty (50) to one (1), with an\n\nadditional forty thousand (40,000) feet at a slope of\n\nforty (40) to one (1);\n\n4. \"Commission\" means the Oklahoma Aeronautics Commission or a\n\nsuccessor agency;\n\n5. \"Conical surface\" is an imaginary surface extending outward\n\nand upward from the periphery of the horizontal surface at a slope\n\nof twenty (20) to one (1) for a horizontal distance of four thousand\n\n(4,000) feet;\n\n6. \"FAA\" means the Federal Aviation Administration or a\n\nsuccessor agency to the Federal Aviation Administration;\n\n7. \"Horizontal surface\" is an imaginary horizontal plane one\n\nhundred fifty (150) feet above the established airport elevation,\n\nthe perimeter of which is constructed by swinging arcs of ten\n\nthousand (10,000) feet radii from a point located on the extended\n\nrunway centerline two hundred (200) feet beyond each end of runway\n\npavement and connecting the adjacent arcs by lines tangent to those\n\narcs;\n\n8. \"Incompatible purpose\" means the use of a building,\n\nstructure or area as a residence, educational center (including all\n\ntypes of primary and secondary schools, preschools, and child-care\n\nfacilities), place of worship, place of public assembly, hospital,\n\nmedical inpatient treatment facility, nursing/convalescent home,\n\nretirement home, transportation facility, storage facility,\n\naboveground utility facility or similar use;\n\n9. \"Legal representative\" means a person who is authorized to\n\nlegally bind an entity;\n\n10. \"Permit\" means a permit issued by the Commission under this\n\nact;\n\n11. \"Person\" means an individual, firm, partnership,\n\ncorporation, association, or body politic and includes a trustee,\n\nreceiver, assignee, or other similarly authorized representative of\n\nany of them;\n\n12. \"Primary surface\" is a surface longitudinally centered on a\n\nrunway. When the runway has a specially prepared hard surface, the\n\nprimary surface extends two hundred (200) feet beyond each end of\n\nthat runway; but when the runway has no specially prepared hard\n\nsurface, or planned hard surface, the primary surface ends at each\n\nend of that runway. The elevation of any point on the primary\n\nsurface is the same as the elevation of the nearest point on the\n\nrunway centerline. The width of the primary surface is one thousand\n\n(1,000) feet;\n\n13. \"Public-use airport\" means a structure or an area of land\n\nor water that is designed and set aside for the landing and taking\n\noff of aircraft, is utilized or to be utilized by and in the\n\ninterest of the public for the landing and taking off of aircraft\n\nand is identified by the FAA as a public-use airport. Public-use\n\nairport shall include any military airport operated by a branch of\n\nthe armed services of the United States government. Public-use\n\nairport shall not include any privately owned airport for private\n\nuse as identified by the FAA, or any airport owned by a municipality\n\nwith a population exceeding five hundred thousand (500,000)\n\naccording to the most recent Federal Decennial Census;\n\n14. \"Runway\" means the portion of an airport designated as the\n\narea used for the landing or takeoff of aircraft;\n\n15. \"Runway protection zone\" is a trapezoidal zone centered\ny privately owned airport for private\n\nuse as identified by the FAA, or any airport owned by a municipality\n\nwith a population exceeding five hundred thousand (500,000)\n\naccording to the most recent Federal Decennial Census;\n\n14. \"Runway\" means the portion of an airport designated as the\n\narea used for the landing or takeoff of aircraft;\n\n15. \"Runway protection zone\" is a trapezoidal zone centered\n\nalong the extended runway centerline, beyond each end of the primary\n\nsurface, two thousand five hundred (2,500) feet long, with an inner\n\nwidth of one thousand (1,000) feet and an outer width of one\n\nthousand seven hundred fifty (1,750) feet. The function of the\n\nrunway protection zone is to enhance the protection of people and\n\nproperty on the ground;\n\n16. \"Structure\" means any constructed or installed object\n\nincluding, but not limited to, buildings, towers, wind turbines,\n\nsmokestacks, electronic transmission or receiving towers, and\n\nantennae and overhead transmission lines. The term does not\n\ninclude:\n\na. any aviation navigational aids that are fixed by\n\nfunction, or\n\nb. any construction or installed object on property owned\n\nby the federal government; and\n\n17. \"Total structure height\" means the elevation of the ground\n\nabove mean sea level at the structure's location, plus the height of\n\nthe structure above ground level in feet, plus the applicable survey\n\ntype adjustment provided the survey adjustment is in accordance with\n\nFederal Aviation Administration standards.","path":["OK Code","Title 3"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0ec5b0db1a39b2bb7716144ae1bd156321a097cab275515494008926ef4808b7","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3-3-120.14","next":"us-ok/okla.-stat.-tit.-3-3-120.3"},"notice":"GroundRules: Original legal text.
