Stat. tit. 3, § 3-421v1","heading":"Department of Aerospace and Aeronautics established as","body":"clearinghouse for unmanned aircraft systems.\n\nA. The Oklahoma Department of Aerospace and Aeronautics is\n\nhereby established as the clearinghouse for unmanned aircraft\n\nsystems (UAS) and advanced air mobility (AAM) in this state and\n\nshall be designated as the agency of this state for the promotion,\n\nenhancement and development of UAS and AAM as well as any associated\n\ninfrastructure necessary to ensure the safe integration and use of\n\nthis new technology within the state. The purpose of this\n\nclearinghouse is to create a partnership between those entities that\n\ncurrently operate UAS, those that desire to use this technology in\n\nthe future and other entities that can support the research and\n\ndevelopment of UAS to ensure that this state can more effectively\n\nrespond to the needs of this critical sector of the aviation and\n\naerospace industry. In the operation of this clearinghouse, the\n\nDepartment shall cooperate, assist and coordinate with the federal\n\ngovernment, agencies of this state, tribal entities, municipalities\n\nand other persons in the development of unmanned aircraft systems\n\nthroughout the state to ensure the acceptance of this technology and\n\nthe successful integration of UAS into the National Airspace System.\n\nContingent upon the availability of funds, the Oklahoma Department\n\nof Aerospace and Aeronautics may use established program processes\n\nor may contract with other qualified entities to carry out the\n\nduties and responsibilities of the Unmanned Aircraft Systems\n\nDevelopment Act of 2021.\n\nB. The primary goal of the clearinghouse within the Department\n\nis to establish a central point within state government to develop\n\nthe strategy for how this state can become a leader in the UAS and\n\nAAM industry. It will focus the collective resources, knowledge,\n\ninformation and assets within state government to ensure coordinated\n\nefforts amongst all parties. The clearinghouse will:\n\n1. Conduct research on what other states and localities are\n\ndoing insofar as their UAS rules and regulations so that it can\n\nprovide recommendations to ensure this state is in the best position\n\nwithin the industry;\n\n2. Organize and coordinate the application for any UAS and AAM\n\ntest site, integration opportunity, pilot program or grant funding\n\non behalf of this state;\n\n3. Maintain a registry of UAS being operated by state agencies,\n\nexcept those UAS that are part of a university-affiliated research\n\nprogram;\n\n4. Maintain a registry of educational institutions that offer\n\ntraining programs for users of UAS; and\n\n5. Investigate the development of and, if necessary, create a\n\nstatewide system plan that will provide the framework for the\n\nconstruction, development, siting, and potential partnerships\n\nrequired for vertiports and other infrastructure needed to integrate\n\nAAM and UAS into the existing air transportation system of the\n\nstate.\n\nC. The Department is authorized to enter into partnerships with\n\nany city or town of this state and any county or political\n\nsubdivision or district of this state, or any public trust thereof,\n\nfor the purpose of investing in and operating infrastructure and any\n\nother items necessary to safely and effectively integrate AAM and\n\nUAS into the existing air transportation system of the state as well\n\nas the testing and development of these new aeronautical\n\ntechnologies.","path":["OK Code","Title 3"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"19564464f327f99aced0f45acae2d1c6d4bb2720585d62950263002645b30eac","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3-3-421","next":"us-ok/okla.-stat.-tit.-3-3-421v2"},"notice":"GroundRules: Original legal text.
