Stat. tit. 3, § 3-514","heading":"Powers of Authority","body":"Subject to the requirements of Section 5206 of this title, the\n\nOklahoma Space Industry Development Authority is hereby granted,\n\nhas, and may exercise all powers necessary to carry out and\n\neffectuate the purposes of the Oklahoma Space Industry Development\n\nAct, including, but not limited to, the following:\n\n1. Sue and be sued by its name in any court of competent\n\njurisdiction;\n\n2. Adopt and use an official seal and alter the same at\n\npleasure;\n\n3. Make and execute any and all contracts and other instruments\n\nnecessary or convenient to the exercise of its powers;\n\n4. Issue revenue bonds or other obligations as authorized by\n\nthe provisions of the Oklahoma Space Industry Development Act or any\n\nother law, or any combination of the foregoing, to pay all or part\n\nof the cost of the acquisition, construction, reconstruction,\n\nextension, repair, improvement, maintenance or operation of any\n\nproject or combination of projects, to provide for any facility,\n\nservice or other activity of the Authority and to provide for the\n\nretirement or refunding of any bonds or obligations of the\n\nAuthority, or for any combination of the foregoing purposes;\n\n5. Acquire property, real, personal, intangible, tangible, or\n\nmixed, in fee simple or any lesser interest or estate, by purchase,\n\ngift, devise, or lease, on such terms and conditions as the\n\nAuthority may deem necessary or desirable, and sell or otherwise\n\ndispose of the same and of any of the assets and properties of the\n\nAuthority;\n\n6. Lease as lessor or lessee to or from any person, public or\n\nprivate, any facilities or property of any nature for the use of the\n\nAuthority and to carry out any of the purposes of the Authority;\n\n7. Subject to the limitations prescribed by Section 5210 of\n\nthis title, acquire by condemnation land and such interest therein\n\nas may be necessary in its determination for the purpose of\n\nestablishing, constructing, maintaining, or operating a spaceport;\n\n8. Own, acquire, construct, develop, create, reconstruct,\n\nequip, operate, maintain, extend, and improve launch pads, landing\n\nareas, ranges, payload assembly buildings, payload processing\n\nfacilities, laboratories, space business incubators, launch\n\nvehicles, payloads, space flight hardware, facilities and equipment\n\nfor the construction of payloads, space flight hardware, rockets,\n\nand other launch vehicles, and spaceport facilities and systems,\n\nincluding educational, recreational, cultural, and other space-\n\nrelated initiatives;\n\n9. Undertake a program of advertising to the public and\n\npromoting the businesses, facilities, and attractions within any\n\nspaceport territory or at any spaceport and the projects of the\n\nAuthority, and expend monies and undertake such activities to carry\n\nout such advertising and promotional programs as the Board of\n\nDirectors from time to time may determine;\n\n10. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, extend, and improve transportation facilities appropriate\n\nto meet the transportation requirements of the Authority and\n\nactivities conducted within a spaceport territory;\n\n11. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, collect fees for services provided, extend, and improve\n\npublic utilities within a spaceport territory, including the\n\nfollowing: electric power plants, transmission lines and related\n\nfacilities, gas mains and facilities of any nature for the\n\nproduction or distribution of natural gas or hydrogen, telephone\n\nlines and related plants and systems, other communication systems of\n\nany nature including closed-circuit, cable television and computer\n\nsystems, transmission lines and related facilities and plants, and\n\nfacilities for the generation and transmission of power; and\n\npurchase electric power, natural gas, and other sources of power for\n\ndistribution within any spaceport territory;\nrogen, telephone\n\nlines and related plants and systems, other communication systems of\n\nany nature including closed-circuit, cable television and computer\n\nsystems, transmission lines and related facilities and plants, and\n\nfacilities for the generation and transmission of power; and\n\npurchase electric power, natural gas, and other sources of power for\n\ndistribution within any spaceport territory;\n\n12. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, collect fees for services provided, extend, and improve\n\nwithin any spaceport territory water systems and sewer systems or\n\ncombined water and sewer systems; regulate the use of sewers, septic\n\ntanks and other sanitary structures and appliances, and the supply\n\nof water within any spaceport; and regulate the pretreatment of\n\nwaste and sell or otherwise dispose of the effluent, sludge, or\n\nother by-products as a result of sewage treatment;\n\n13. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, collect fees for services provided, extend, and improve\n\nwaste collection, recycling and disposal systems, and to sell,\n\nrecycle or otherwise dispose of any effluent, residue or other by-\n\nproducts of such systems consistent with the laws of the state;\n\n14. Adopt a plan of reclamation, and own, acquire, construct,\n\nreconstruct, equip, operate, maintain, extend, and improve canals,\n\nditches, drains, dikes, levees, pumps, plants and pumping systems,\n\nand other works for drainage purposes, and irrigation works,\n\nmachinery and plants;\n\n15. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, extend, and improve water and flood control facilities and\n\nregulate the supply and level of water within any spaceport\n\nterritory which may include diverting waters from one area or body\n\nof water to another, regulating, controlling or restricting the\n\ndevelopment and use of natural and artificial streams or bodies of\n\nwater, lakes or ponds, and taking all measures determined by the\n\nAuthority to be necessary or desirable to prevent or alleviate land\n\nerosion; provided, in exercising any of its powers pertaining to the\n\nuse, control, or diversion of water, the Authority is subject to all\n\npermitting requirements and procedures of the Oklahoma Water\n\nResources Board as set forth by law or by rule of the Board; and\n\n16. Own, acquire, construct, reconstruct, equip, operate,\n\nmaintain, collect fees for services provided, extend, and improve\n\npublic safety facilities for any spaceport, including police\n\nstations, police vehicles, medical facilities, fire stations, water\n\nmains and plugs, fire trucks, and other vehicles and equipment; hire\n\nemployees, police officers, and fire fighters; and undertake such\n\nworks and construct such facilities determined by the Board to be\n\nnecessary or desirable to promote and ensure public safety within\n\nany spaceport territory.","path":["OK Code","Title 3"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"6f51d2db667c705f7fdc8b21ccdc2ece398e1ff10459208b0837d5213d101844","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3-3-513","next":"us-ok/okla.-stat.-tit.-3-3-515"},"notice":"GroundRules: Original legal text.
