Stat. tit. 3, § 3-520","heading":"Powers and duties of board","body":"The powers and duties of the Oklahoma Space Industry Development\n\nAuthority to carry out the provisions of the Oklahoma Space Industry\n\nDevelopment Act shall be exercised by and through the Board of\n\nDirectors. Without limiting the generality of the foregoing, the\n\nBoard shall have the power and authority to:\n\n1. Adopt, amend, and repeal rules to carry out the purposes of\n\nthe Oklahoma Space Industry Development Act;\n\n2. Execute all contracts and other documents necessary or\n\ndesirable to carry out the purposes of the Oklahoma Space Industry\n\nDevelopment Act; provided, the Board may authorize one or more\n\nmembers of the Board to execute contracts and other documents on\n\nbehalf of the Board or the Authority;\n\n3. Hire employees;\n\n4. Contract for the services of attorneys, underwriters or\n\nother financial professionals for the purpose of issuing and\n\nmarketing the obligations of the Authority, notwithstanding the\n\nprovisions of Section 18c of this title;\n\n5. Engage in the planning for spaceports and the spaceport\n\nsystem;\n\n6. Execute intergovernmental agreements as provided by law;\n\n7. Establish reserve funds for future Board operations;\n\n8. Enter into agreements for the joint development of\n\nproperties necessary or convenient for, the operation of spaceports\n\nand the spaceport system; and\n\n9.
