The Oklahoma Space Industry Development Authority shall have\n\nthe power to construct, develop, create, maintain and operate its\n\nprojects within the geographic limits of any spaceport territory,\n\nincluding any portions of any spaceport territory located inside the\n\nboundaries of any municipality or other political subdivision, and\n\nto offer, supply and furnish the facilities and services provided\n\nfor in this act to, and to collect fees, rentals and other charges\n\nfrom persons, public or private, within the geographic limits of any\n\nspaceport territory and for the use of the Authority itself.\n\nProvided, the Authority may not exercise any of the powers\n\nauthorized under paragraphs 11 through 16 of Section 5204 of this\n\ntitle within any portion of a spaceport territory located within the\n\nboundaries of a municipality unless the Authority has entered into a\n\ncooperative agreement with the governing body of the municipality\n\nregarding the terms and conditions under which services or\n\nfacilities may be offered or provided.\n\nB. The Authority shall have the power to construct, maintain,\n\nand operate space industry facilities outside the boundaries of the\n\ngeographic limits of any spaceport territory, and to offer, supply\n\nand furnish the facilities and services provided for in this act\n\nthat are necessary to the construction, maintenance, or operation of\n\nsuch space industry facilities, and to collect fees, rental and\n\nother charges from, persons, firms, corporations, municipalities,\n\ncounties, political subdivisions and other public or private\n\nagencies or bodies for the use of such space industry facilities or\n\nservices located or provided outside of the geographic limits of any\n\nspaceport territory; provided, however, the Authority shall not\n\nconstruct any space industry facility or offer, furnish or supply\n\nfacilities and services outside of the territorial limits of any\n\nspaceport territory except upon the consent, approval, or\n\ncertification of any regulatory agency or governing body of this\n\nstate or of any municipality or other political subdivision thereof\n\nwhose consent, approval, or certification may be required by law.\n\nC.
