The Board of Directors may at any time strike out or correct\n\nthe description of any land within or claimed to be within the\n\nboundary lines of any spaceport territory upon the consent and\n\nwriting of the owners of all the land that would be included or\n\nexcluded from the boundary lines of any spaceport territory or\n\notherwise affected by the taking of such action, and of the owners\n\nof not less than the majority in acreage of all lands within any\n\nspaceport territory. The Board may enlarge the geographical limits\n\nof any spaceport territory to include lands not then within any\n\nspaceport territory as follows:\n\n1. Upon the written consent of the simple majority of owners of\n\nall the land to be included in any spaceport territory and of not\n\nless than a majority in acreage of all the land then within any\n\nspaceport territory; or\n\n2. By resolution of the Board approved at a special election\n\ncalled for such purpose, by vote of a majority of landowners\n\nresiding within the area to be annexed and a majority of landowners\n\nresiding within any spaceport territory.\n\nB. The Board may contract the geographical limits of any\n\nspaceport territory so as to exclude from any spaceport territory\n\nany land then within any spaceport territory as follows:\n\n1. Upon the written consent of the owners of all of the land to\n\nbe so excluded and of the owners of not less than a majority in\n\nacreage of all the land within any spaceport territory;\n\n2. By resolution of the Board approved at a special election\n\ncalled for any purposes, by vote of a majority of landowners\n\nresiding within the area to be excluded and a majority of the\n\nlandowners residing within any spaceport territory; or\n\n3. By resolution of the Board approved by the owners of not\n\nless than a majority in acreage of the land within the spaceport\n\nterritory.\n\nC. Nothing in this section shall permit the annexation or\n\nexclusion of lands contrary to the terms, covenants, or conditions\n\nof any of the bonds or obligations of the Oklahoma Space Industry\n\nDevelopment Authority, or in any manner that would impair the\n\nsecurity of the holders of any bonds or other obligations of the\n\nAuthority.\n\nD. No town, city or other municipality having any of the powers\n\nof the Authority, or any like powers, shall hereafter be organized\n\nor established by any proceedings under the general laws of this\n\nstate if upon such organization or establishment the territorial\n\nlimits of such municipality would lie wholly or partly within the\n\ngeographic boundaries of any spaceport territory, except upon the\n\nconsent in writing given by the owners of a majority in acreage of\n\nthe lands within such spaceport territory proposed to be so\n\nincorporated within such municipality. No land within the\n\ngeographic boundaries of any spaceport territory shall be annexed to\n\nor incorporated by any proceeding under any general or special law,\n\nnow or hereafter enacted into any town, city, or other municipality,\n\nnow existing or hereafter created, except upon the consent in\n\nwriting given by the owners of a majority in acreage of the lands\n\nwithin such spaceport territory to be so annexed or incorporated.\n\nE. In the event that the geographic boundaries of the spaceport\n\nterritory, as set forth in Section 5213 of this title, are revised\n\nso as to include within the spaceport territory any areas not\n\npresently contained within the spaceport territory, the Authority\n\nshall not engage in the business of furnishing telephone service in\n\nsuch annexed area unless the Authority offers to purchase from any\n\ntelephone company that is at the time engaged in the business of\n\nfurnishing telephone service within such annexed area such portion\nso as to include within the spaceport territory any areas not\n\npresently contained within the spaceport territory, the Authority\n\nshall not engage in the business of furnishing telephone service in\n\nsuch annexed area unless the Authority offers to purchase from any\n\ntelephone company that is at the time engaged in the business of\n\nfurnishing telephone service within such annexed area such portion\n\nof its plant and property suitable and used for such business in\n\nconnection therewith as lies within the limits of such annexed area.\n\nF. In the event that the geographic limits of the spaceport\n\nterritory, as set forth in Section 5213 of this title, are revised\n\nso as to include within any spaceport territory any areas not\n\npresently contained within any spaceport territory, the Authority\n\nshall not engage in the business of furnishing electric power for\n\nsale in such annexed area, unless the Authority offers to purchase\n\nfrom any person who is at the time engaged in the business of\n\nmaking, generating or distributing electricity for sale within such\n\nannexed area, such portion of its electric plant and property\n\nsuitable and used for business in connection therewith as lies\n\nwithin the limits of such annexed area.","path":["OK Code","Title 3"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"64c4c324e7b510f83603dfa227e7a52734b9b549e6866465541f4aa3498d6d61","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3-3-529","next":"us-ok/okla.-stat.-tit.-3-3-531"},"notice":"GroundRules: Original legal text.
