Stat. tit. 3, § 3-531","heading":"Charges and penalties — Contracts — Default — Shutting off","body":"and discontinuance of services and facilities.\n\nA. 1. To recover the costs of a spaceport facility or system,\n\nthe Oklahoma Space Industry Development Authority shall have the\n\npower to prescribe, fix, establish, and collect rates, fees,\n\nrentals, tolls, fares, or other charges, hereinafter referred to as\n\n“revenues”, and to revise the same from time to time, for the\n\nfacilities and service furnished or to be furnished by the Authority\n\nand a spaceport, including, but not limited to, launch pads, ranges,\n\npayload assembly and processing facilities, visitor and tourist\n\nfacilities, transportation facilities, and parking and other related\n\nfacilities, and shall have the power to provide for reasonable\n\npenalties against any user or property for any such rates, fees,\n\nrentals, tolls, fares, or other charges that are delinquent.\n\n2. The Authority shall have the power to enter into contracts\n\nfor the use of the projects of the Authority and for the services\n\nand facilities furnished or to be furnished by the Authority,\n\nincluding, but not limited to, launch services, payload assembly and\n\nprocessing, and other space-related services, for such consideration\n\nand on such other terms and conditions as the Authority may approve.\n\nSuch contracts, and revenues or service charges received or to be\n\nreceived by the Authority thereunder, may be pledged as security for\n\nany of the bonds of the Authority.\n\nB. In the event that the rates, fees, rentals, tolls, fares, or\n\nother charges, or delinquent penalties shall not be paid as and when\n\ndue and shall be in default for thirty (30) days or more, the unpaid\n\nbalance thereof and all interest accrued thereon, together with\n\nattorney fees and costs, may be recovered by the Authority in a\n\ncivil action.\n\nC. In the event that the rates, fees, rentals, tolls, fares, or\n\nother charges for the services and facilities of any project are not\n\npaid when due, the Authority shall have the power to discontinue and\n\nshut off the same until such rates, fees, rentals, tolls, fares, or\n\nother charges, including interest, penalties, and charges for the\n\nshutting off and discontinuance and the restoration of such services\n\nand facilities, are fully paid. Such delinquent rates, fees,\n\nrentals, tolls, fares, or other charges, together with interest,\n\npenalties, and charges for the shutting off and discontinuance and\n\nthe restoration of such services and facilities, and reasonable\n\nattorney fees and other expenses, may be recovered by the Authority\n\nby suit in any court of competent jurisdiction.
