Except as provided in subsection B of this section, the\n\nOklahoma Space Industry Development Authority is authorized to\n\naccept and receive federal monies, and other monies, either public\n\nor private, for the acquisition, development, construction,\n\nenlargement, improvement, maintenance, equipment, or operation of\n\nspaceports and other facilities, and sites therefor, and to comply\n\nwith the provisions of the laws of the United States and any rules\n\nand regulations made thereunder for the expenditure of federal\n\nmonies upon such spaceports and other facilities.\n\nB.
