Every municipality is\n\nauthorized to accept, receive, receipt for, disburse and expend\n\nfederal and state monies and other monies, public or private, made\n\navailable by grant or loan or both to accomplish, in whole or in\n\npart, any of the purposes of this act. All federal monies accepted\n\nunder this section shall be accepted and expended by the\n\nmunicipality upon such terms and conditions as are prescribed by the\n\nUnited States and as are consistent with state law; and all state\n\nmonies accepted under this section shall be accepted and expended by\n\nthe municipality upon such terms and conditions as are prescribed by\n\nthe state.
