Establishment, Operation, Land Acquisition. Every\n\nmunicipality is authorized, out of any appropriations or other\n\nmonies made available for such purpose, to plan, establish, develop,\n\nconstruct, enlarge, improve, maintain, equip, operate, regulate,\n\nprotect and police airports, vertiports, and air navigation\n\nfacilities, either within the territorial limits of such\n\nmunicipality or within the territorial boundaries of this state,\n\nincluding the construction, installation, equipment, maintenance and\n\noperation at such airports of buildings and other facilities for the\n\nservicing of aircraft or for the comfort and accommodation of air\n\ntravelers, and the purchase and sale of supplies, goods and\n\ncommodities as an incident to the operation of its airport\n\nproperties. For such purposes the municipality may use any\n\navailable property that it may now or hereafter own or control and\n\nmay, by purchase, gift, devise, lease, eminent domain proceedings or\n\notherwise, acquire property, real or personal, or any interest\n\ntherein including easements in airport hazards or land outside the\n\nboundaries of an airport, vertiport, or airport site as are\n\nnecessary to permit safe and efficient operation of the airport or\n\nvertiport or to permit the removal, elimination, obstruction-\n\nmarking, or obstruction-lighting of airport hazards or to prevent\n\nthe establishment of airport hazards.\n\nB. Acquisition of Existing Airports. Any municipality may by\n\npurchase, gift, devise or lease acquire existing airports,\n\nvertiports, and air navigation facilities, provided however it shall\n\nnot acquire or take over any airport or air navigation facility\n\nwithout the consent of the owner thereof.\n\nC. Establishment of Airports on Public Waters and Reclaimed\n\nLands. For the purposes of the Municipal Airports Act, a\n\nmunicipality may establish or acquire and maintain, within or\n\nbordering upon the territorial limits of the municipality, airports\n\nin, over and upon, any public waters of this state, any submerged\n\nlands under such public waters, and any artificial or reclaimed\n\nlands which before the artificial making or reclamation thereof\n\nconstituted a portion of the submerged lands under such public\n\nwaters; and may construct and maintain terminal building, landing\n\nfloats, causeways, roadways and bridges for approaches to or\n\nconnecting with any such airport, and landing floats and breakwaters\n\nfor the protection thereof.\n\nD. Limitation on Design and Operation of Air Navigation\n\nFacilities.
