This act shall be known and may be cited as the \"Aerospace\n\nand Defense Development Act of 2013\".\n\nB. There is hereby created within the Oklahoma Aeronautics\n\nCommission, the Center for Aerospace and Defense Supplier Quality\n\n(CADSQ), and the Oklahoma Aerospace Institute (OAI) whose purpose\n\nshall be to create a partnership of service providers to more\n\neffectively respond to the needs of the aviation, aerospace and\n\ndefense industries in the areas of education and training, research,\n\nand economic development. The CADSQ and OAI will focus available\n\nresources to promote cooperation and collaboration among businesses,\n\nmanufacturers, military installations, commercial aviation,\n\neducational institutions, nonprofit research institutions, and state\n\ngovernment for the purpose of strengthening the economy of the State\n\nof Oklahoma. Contingent upon the availability of funds, the\n\nOklahoma Aeronautics Commission may employ established program\n\nprocesses or may contract with other qualified entities to operate\n\nthe CADSQ and the OAI.\n\nC. The CADSQ is designed to serve as a conduit between the\n\naviation, aerospace and defense industries in Oklahoma, as well as\n\ncommercial and military aviation, to promote quick response to\n\nopportunities that will:\n\n1. Increase contracts between companies in the aviation,\n\naerospace and defense industries in Oklahoma and the Department of\n\nDefense and its prime contractors;\n\n2. Create and retain more high-wage, high-skill jobs;\n\n3. Strengthen collaborations between businesses and aviation,\n\naerospace and defense interests;\n\n4. Reduce the flow of federal defense contract dollars out-of-\n\nstate;\n\n5. Expand the aviation, aerospace and defense industries in\n\nOklahoma;\n\n6. Provide engineering and technical assistance;\n\n7. Provide more suppliers for Oklahoma military installations\n\nand the aviation, aerospace and defense industries; and\n\n8. Reduce costs for the Department of Defense and Oklahoma\n\nmilitary installations, and increase the competitiveness of\n\naviation, aerospace and defense businesses in Oklahoma.\n\nD. In order to streamline the use of resources with the goal of\n\neliminating duplication of efforts, the OAI shall act as a\n\nclearinghouse of information and activities concerning the aviation,\n\naerospace and defense industries. The OAI will provide a focal\n\npoint to coordinate the plans and activities of state agencies, task\n\nforces, departments, boards, commissions, and other entities that\n\nhave responsibilities or duties regarding the aviation, aerospace\n\nand defense industries with the goal of eliminating duplication of\n\neffort.\n\nE. The OAI shall create a partnership of education and training\n\nproviders to meet the specific needs of the aviation, aerospace and\n\ndefense industries to build a credentialed work force for the\n\nfuture. Participating educational institutions shall act\n\ncooperatively to create complementary activities.\n\nF. The OAI shall include a center for applied research and will\n\nprimarily undertake applied research, development and technology\n\ntransfer that have long-term potential for commercial development.\n\nThe center shall build upon institutional strengths and conduct\n\nactivity in areas of research in which the participating research\n\ninstitutions and businesses have achieved or have true promise of\n\nattaining a standard of excellence in applied research and\n\ndevelopment.\n\nG. The OAI shall support and foster the growth of the aviation,\n\naerospace and defense industries. The OAI shall acquire aerospace\n\nexecutive expertise and provide consulting services to the aviation,\n\naerospace and defense industries, government agencies and\n\norganizations across the State of Oklahoma in order to strengthen\n\nthe policy framework, economic development initiatives and\n\nactivities of the state.\n\nH. The OAI may accept funding that includes, but is not limited\n\nto:\n\n1. Monetary contributions;\n\n2. Contractual arrangements;\ne expertise and provide consulting services to the aviation,\n\naerospace and defense industries, government agencies and\n\norganizations across the State of Oklahoma in order to strengthen\n\nthe policy framework, economic development initiatives and\n\nactivities of the state.\n\nH. The OAI may accept funding that includes, but is not limited\n\nto:\n\n1. Monetary contributions;\n\n2. Contractual arrangements;\n\n3. In-kind services;\n\n4. Federal- and state-appropriated dollars;\n\n5. Private and public foundation grants; and\n\n6.
