Confidential information filed with or submitted to the\n\ncourt in conjunction with any proceeding pursuant to the Oklahoma\n\nGuardianship and Conservatorship Act, shall not constitute a public\n\nrecord and shall be sealed by the court. Access to confidential\n\ninformation shall be strictly controlled. Except upon court order,\n\nno confidential information shall be disclosed to persons other\n\nthan:\n\n1. The subject of the proceeding and the subject’s attorney;\n\n2. The guardian ad litem;\n\n3. If the subject of the confidential information is a ward,\n\nthe guardian or conservator of such ward;\n\n4. If the subject of the confidential information is the\n\nguardian or conservator, the ward and the subject’s attorney, and\n\nthe attorney of such guardian or conservator;\n\n5. Abstractors licensed pursuant to the Oklahoma Abstractors\n\nLaw, for the purpose of having access to records regarding minors\n\nand determinations of persons as incapacitated or partially\n\nincapacitated persons pursuant to the Oklahoma Guardianship Act.\n\nAbstractors shall maintain the confidentiality of this data, except\n\nfor such parts as are relevant to the land title being researched;\n\n6. An authorized representative of the United States Department\n\nof Veterans Affairs upon presentation of proper identification;\n\n7. An authorized representative of the Department of Human\n\nServices upon presentation of proper identification; and\n\n8. An authorized representative of the State Department of\n\nHealth including, but not limited to, an authorized representative\n\nof the Office of Client Advocacy, upon presentation of proper\n\nidentification.\n\nB.
