If the Insurance Commissioner finds that the applicant has\n\nnot fully met the requirements for licensing, the Commissioner shall\n\nrefuse to issue the license and promptly notify the applicant and\n\nthe appointing insurer, when applicable, in writing, of the denial,\n\nstating the grounds therefor.\n\nB.
