Any person aggrieved by any act, determination, rule,\n\nregulation or order or any other action of the Commissioner pursuant\n\nto this act may appeal to the district court for Oklahoma County.\n\nThe court shall conduct its review without a jury and by trial de\n\nnovo, except that if all parties, including the Commissioner, so\n\nstipulate, the review shall be confined to the record. Portions of\n\nthe record may be introduced by stipulation into evidence in a trial\n\nde novo as to those parties so stipulating.\n\nB. The filing of an appeal pursuant to this section shall stay\n\nthe application of any rule, regulation, order or other action of\n\nthe Commissioner to the appealing party unless the court, after\n\ngiving the party notice and an opportunity to be heard, determines\n\nthat a stay would be detrimental to the interest of policyholders,\n\nshareholders, creditors or the public.\n\nC.
