Stat. tit. 36, § 36-1903","heading":"Commencement of delinquency proceedings","body":"The Insurance Commissioner shall commence any such proceeding,\n\nhis attorney or the Attorney General representing him, by an\n\napplication to the court for an order directing the insurer to show\n\ncause why the Insurance Commissioner should not have the relief\n\nprayed for.
