Stat. tit. 36, § 36-1906","heading":"Grounds for liquidation","body":"The Insurance Commissioner may apply to the court for an order\n\nappointing the Commissioner as receiver (if the appointment of the\n\nCommissioner as receiver shall not be then in effect) and directing\n\nthe Commissioner to liquidate the business of a domestic insurer,\n\nforeign or of the United States branch of an alien insurer having\n\ntrusteed assets in this State, regardless of whether or not there\n\nhas been a prior order directing the Commissioner to rehabilitate\n\nsuch insurer, upon any grounds specified in Section 1905 of this\n\ntitle, or if such insurer:\n\n1. Has ceased transacting business for a period of one (1)\n\nyear, or\n\n2. Is an insolvent insurer and has commenced voluntary\n\nliquidation or dissolution, or attempts to commence or prosecute any\n\naction or proceeding to liquidate its business or affairs, or to\n\ndissolve its corporate charter, or to procure the appointment of a\n\nreceiver, trustee, custodian, or sequestrator under any law except\n\nthis Code.\n\n3.
