Orders and notices of the Insurance Commissioner shall be in\n\nwriting and shall be signed by the Commissioner, an authorized\n\nemployee of the Insurance Department, or an independent hearing\n\nexaminer. A final order signed by an independent hearing examiner,\n\nafter hearing, shall be final agency action, notwithstanding the\n\nprovisions of Section 311 of Title 75 of the Oklahoma Statutes.\n\nB. In the exercise of the powers and the performance of the\n\nduties enumerated in this title, the Commissioner shall comply with\n\nthe procedures of the Administrative Procedures Act.
