Stat. tit. 36, § 36-323","heading":"Commissioner enforcement power and authority","body":"In addition to any powers herein before expressly enumerated in\n\nthis law, the Insurance Commissioner shall have full power and\n\nauthority to enforce by regulations, orders, bulletins or otherwise\n\nall and singular, the provisions of this law, and the full intent\n\nthereof. In particular the Commissioner shall have the authority\n\nand power:\n\n1. To examine all records of persons or organizations falling\n\nunder the jurisdiction of the Commissioner and to require the same\n\nto furnish under oath such information as the Commissioner may deem\n\nnecessary for the administration of this law. The expense of such\n\nexamination shall be paid by the insurer or advisory organization\n\nexamined. In lieu of such examination, the Commissioner may, in the\n\ndiscretion of the Commissioner, accept a report of examination made\n\nby any other insurance supervisory authority;\n\n2. To make and enforce such reasonable bulletins, orders, rules\n\nand regulations as may be necessary in making this law effective,\n\nbut such bulletins, orders, rules and regulations shall not be\n\ncontrary to or inconsistent with the provisions of this law; and\n\n3.
