Upon request by an applicant, the Insurance Commissioner\n\nmay refund to the applicant all or any portion of any fees collected\n\nby the Commissioner pursuant to law including but not limited to any\n\nunearned fees and application fees. Such fees may be refunded, if\n\nrequested, prior to any official action being taken by the\n\nCommissioner or prior to the occurrence of the action for which the\n\napplication was made or in such other circumstances that the\n\nCommissioner deems proper.\n\n2. The Commissioner may retain a portion of the fee if it is\n\ndetermined that administrative costs were incurred by the Insurance\n\nDepartment in the action.\n\nB.
