The purpose of Sections 11 through 21 of this act is to\n\nsubject certain persons and insurers to the jurisdiction of:\n\n1. The Insurance Commissioner, including proceedings before the\n\nCommissioner; and\n\n2. The courts of this state in suits by or on behalf of this\n\nstate and insureds or beneficiaries under insurance contracts.\n\nB. The Legislature declares that it is a subject of concern\n\nthat many residents of this state hold policies of insurance issued\n\nby persons and insurers not authorized to do insurance business in\n\nthis state, thus presenting to such residents the often insuperable\n\nobstacle of asserting their legal rights under such policies in\n\nforums foreign to them under laws and rules of practice with which\n\nthey are not familiar. The Legislature declares that it is also\n\nconcerned with the protection of residents of this state against\n\nacts by persons and insurers not authorized to do an insurance\n\nbusiness in this state by:\n\n1. The maintenance of fair and honest insurance markets;\n\n2. Protecting the premium tax revenues of this state;\n\n3. Protecting authorized persons and insurers which are subject\n\nto strict regulation from unfair competition by unauthorized persons\n\nand insurers; and\n\n4.
