No person unless authorized pursuant to the provisions of\n\nSection 4 or Section 10 of this act shall establish or operate a\n\nprepaid dental plan organization in this state, or sell or offer to\n\nsell, or solicit offers to purchase, or receive advance or periodic\n\nconsideration, in conjunction with a prepaid dental plan without\n\nobtaining and maintaining a certificate of authority issued pursuant\n\nto Section 4 of this act.\n\nB. On or before February 1, 1984, every prepaid dental plan\n\norganization operating in this state shall submit an application for\n\na certificate of authority to the Commissioner.
