The provisions of the Risk-based Capital (RBC) for Health\n\nMaintenance Organizations Act of 2003 are supplemental to any other\n\nprovisions of the laws of this state, and shall not preclude or\n\nlimit any other powers or duties of the Insurance Commissioner under\n\nsuch laws including, but not limited to, Articles 18 and 19 of the\n\nInsurance Code and promulgated rules related to health maintenance\n\norganizations in hazardous financial condition.\n\nB. The Commissioner may adopt reasonable rules necessary for\n\nthe implementation of this act.\n\nC. The Commissioner may exempt from the application of this act\n\na domestic health maintenance organization that:\n\n1. Writes direct business only in this state; and\n\n2.
