To promote the public welfare by regulating insurance rates\n\nto the end that they shall not be excessive, inadequate or unfairly\n\ndiscriminatory;\n\n2. To improve availability, fairness and reliability of\n\ninsurance and insurance rates;\n\n3. To authorize essential cooperative action among insurers in\n\nthe ratemaking process and to regulate such activity to prevent\n\npractices that tend to substantially lessen competition or to create\n\na monopoly;\n\n4. To encourage the most efficient and economic marketing\n\npractices; and\n\n5. To encourage the providing of price and other information to\n\nenable consumers to purchase insurance suitable for their needs and\n\nto foster competitive insurance markets.\n\nB.
