No insurance carrier who issues motor vehicle insurance\n\npolicies in this state shall assign driving record points, cancel,\n\nrefuse to issue or renew, or charge a higher premium rate for any\n\nmotor vehicle liability or collision insurance policy for the reason\n\nthat the insured has been involved in a motor vehicle collision and\n\nwas not at fault.\n\nB. No insurance carrier who issues motor vehicle insurance\n\npolicies in this state shall cancel, refuse to issue or renew, or\n\ncharge a higher premium for any motor vehicle liability or collision\n\ninsurance policy for the reason that the insured had lower liability\n\nlimits with a previous insurer without actuarial justification.\n\nThis prohibition includes using prior limits for company or tier\n\nplacement unless the insurer provides actuarial justification.\n\nC. This section shall not apply to an insured who has been\n\nconvicted of:\n\n1. Homicide or assault arising out of the operation of any\n\nmotor vehicle; or\n\n2.
