No insurance carrier who issues motor vehicle policies in\n\nthis state shall use traffic complaints, traffic citations or other\n\nlegal forms of traffic charges as a basis for cancellation of a\n\nmotor vehicle insurance policy, increasing premium rates for a motor\n\nvehicle insurance policy or refusing to issue or renew a motor\n\nvehicle insurance policy, where:\n\n1. the insured was acquitted of the charge;\n\n2. the insured was arrested and no charges were filed; or\n\n3. the insured was arrested and the charges were dismissed.\n\nB.
