There is hereby established within the Department of\n\nInsurance the Strengthen Oklahoma Homes (SOH) Program, to continue\n\nuntil November 1, 2027.\n\nB. This act does not create an entitlement for property owners\n\nor obligate the state in any way to fund the inspection,\n\nconstruction, or retrofitting of residential property in this state.\n\nImplementation of the SOH Program is subject to the receipt of\n\nfederal grants or funds or from other sources of grants or funds.\n\nThe Department shall use its best efforts to obtain grants or funds\n\nfrom the federal government or other funding sources to supplement\n\nthe financial resources of the SOH Program that may be provided by\n\nthe state.\n\nC. The SOH Program shall apply for financial grants to\n\nconstruct or retrofit insurable property as defined in Section 963\n\nof Title 36 of the Oklahoma Statutes to resist loss due to a tornado\n\nor other catastrophic windstorm events or hail as prescribed in\n\nsubsection B of Section 962 of Title 36 of the Oklahoma Statutes.\n\nD. The SOH Program may also make grants or funding available to\n\nnonprofit entities for projects to construct or retrofit insurable\n\nproperties to resist loss due to tornado or other catastrophic\n\nwindstorm events or hail if such grants or funding to nonprofit\n\nentities are allowable under grant or funding rules, requirements,\n\nguidelines, or criteria. However, a nonprofit entity shall agree to\n\nadminister the grants or funds as the SOH Program would be required\n\nto administer grants or funds, and the entity shall provide\n\ndocumentation to the Department in a timely manner as requested by\n\nthe Department.\n\nE. All mitigation shall be based upon the securing of all\n\nrequired local permits and applicable inspections in keeping with\n\nlocal building codes and the Insurance Institute for Business and\n\nHome Safety (IBHS) Fortified Homes Program. Mitigation projects are\n\nsubject to random reinspection of all projects.\n\nF.
