Under the Strengthen Oklahoma Homes (SOH) Program, a\n\nresidential property owner shall hire an IBHS certified contractor\n\nwho is capable of performing work that satisfies the standards\n\nprescribed by this act and the rules adopted thereto.\n\nB. The Insurance Department shall not endorse or otherwise\n\nprovide preferential treatment to any contractor.\n\nC. A residential property owner is responsible for any amount\n\nowed to a contractor that exceeds awarded grant monies.\n\nD. To be eligible to work on a project funded by the SOH\n\nProgram as a contractor, a contractor shall meet all program\n\nrequirements, including, but not limited to, those listed in this\n\nsubsection, and maintain a current copy of all applicable\n\ncertificates, licenses, and proof of insurance coverages with the\n\nprogram office:\n\n1. If required under Oklahoma law, the contractor shall hold a\n\nvalid and active contractor's license or registration in Oklahoma\n\nand be free from all disciplinary action by the applicable licensing\n\nboard;\n\n2. If applicable, the contractor shall be registered to do\n\nbusiness in Oklahoma with the Secretary of State;\n\n3. The contractor shall have an in-force general liability\n\npolicy with Five Hundred Thousand Dollars ($500,000.00) in liability\n\ncoverage;\n\n4. The contractor shall have workers' compensation and\n\nemployer's liability insurance in accordance with and to the extent\n\nrequired by Oklahoma law;\n\n5. The contractor shall hold an active IBHS FORTIFIED Roof™\n\nContractor Certification or FORTIFIED Professional Certification.\n\nThe contractor is responsible for paying all fees associated with\n\ncertification and training;\n\n6. The contractor must successfully register as a supplier or\n\npayee with the Office of Management and Enterprise Services;\n\n7. The contractor shall maintain accurate contact information\n\nwith the SOH Program;\n\n8. The contractor shall agree to follow the SOH Program's\n\nprocedures and rules as prescribed by the Insurance Commissioner;\n\n9. The contractor shall not have a financial interest in any\n\nproject funded by the SOH Program for which they perform work other\n\nthan receiving payment on behalf of the homeowner from the SOH\n\nProgram and shall report to the SOH Program any potential conflicts\n\nof interest before work commences; and\n\n10.
