Stat. tit. 36, § 36-996.1","heading":"Assigned risk plans","body":"After consultation with the insurance companies authorized to\n\nissue automobile liability policies in this state, the Insurance\n\nCommissioner shall approve a reasonable plan or plans, fair to the\n\ninsurers and equitable to their policyholders, for the apportionment\n\namong such companies of applicants for such policies and for motor\n\nvehicle liability policies who are in good faith entitled to but are\n\nunable to procure such policies through ordinary methods. When any\n\nsuch plan has been approved, all such insurance companies shall\n\nsubscribe thereto and participate therein. Any applicant for any\n\nsuch policy, any person insured under any such plan, and any\n\ninsurance company affected may appeal to the Insurance Commissioner\n\nfrom any ruling or decision of the manager or committee designated\n\nto operate such plan. Any order or act of the Insurance\n\nCommissioner under the provisions of this section shall be subject\n\nto review by appeal to the district court of Oklahoma County at the\n\ninstance of any party in interest. The court shall determine\n\nwhether the filing of the appeal shall operate as a stay of any such\n\norder or act of the Insurance Commissioner and the court shall\n\nsummarily hear the matter.
