Stat. tit. 37A, § 37A-2-151","heading":"Commission authority to conduct initial hearing","body":"The ABLE Commission shall have the authority to conduct an\n\ninitial hearing when a hearing is required by law. The Director of\n\nthe ABLE Commission may employ such hearing officers and assistants\n\nas are necessary to conduct the hearings. If a hearing is conducted\n\nby a hearing officer, the hearing officer shall issue a report to\n\nthe ABLE Commission. The report of the hearing officer shall\n\ninclude findings of fact and conclusions of law. Notice of the\n\nrecommendation of the hearing officer shall be sent to the last-\n\nknown address of the licensee. If the licensee disagrees with the\n\nrecommendation of the hearing officer, the licensee may request a\n\nhearing before the ABLE Commission for a review of the record. If\n\nthe licensee fails to request a review of the record within fifteen\n\n(15) days after the date of the notice of the hearing officer's\n\ndecision, the recommendation of the hearing officer shall become a\n\nfinal order of the ABLE Commission.
