All manufacturers, importers, brokers and others who sell\n\nalcoholic beverages to a wholesaler in Oklahoma, regardless of\n\nwhether the sale is consummated within or without the State of\n\nOklahoma, shall obtain a distributor permit from the Oklahoma Tax\n\nCommission.\n\nB. Any person having a wholesaler's license shall obtain a\n\nwholesaler permit from the Tax Commission.\n\nC.
