There is hereby created in the State Treasury a fund to be\n\nknown as the \"Alcoholic Beverage Control Fund\" which shall consist\n\nof revenues collected by the state from license and registration\n\nfees, with any interest, fines or penalties levied and collected by\n\nthe ABLE Commission pursuant to the provisions of the Oklahoma\n\nAlcoholic Beverage Control Act; provided, the first Three Hundred\n\nThousand Dollars ($300,000.00) of such revenues collected each\n\nfiscal year shall be deposited to the Community-Based Substance\n\nAbuse Revolving Fund and the next Twenty Thousand Dollars\n\n($20,000.00) of such revenues collected each fiscal year shall be\n\ndeposited in the Prevention of Youth Access to Alcohol Revolving\n\nFund. Any unappropriated balance in the Oklahoma Alcoholic Beverage\n\nControl Fund at the close of each fiscal year shall revert to the\n\nGeneral Revenue Fund of the State of Oklahoma, except for the amount\n\nnecessary to satisfy any appropriations made or to be made from the\n\nfund by the Oklahoma State Legislature for the ensuing fiscal year.\n\nAll such monies collected by the ABLE Commission pursuant to the\n\nprovisions of the Oklahoma Alcoholic Beverage Control Act shall be\n\ndeposited in the State Treasury for credit to the General Revenue\n\nFund of the state, except as provided in subsection B of this\n\nsection.\n\nB. There is hereby created in the State Treasury a revolving\n\nfund for the ABLE Commission to be designated the \"Alcoholic\n\nBeverage Governance Revolving Fund\". The fund shall be a continuing\n\nfund, not subject to fiscal year limitations, and shall consist of\n\nany monies received from the surcharge collected by the Tax\n\nCommission pursuant to subsection F of Section 13 of this act and\n\nany other sources of funds provided by law. All monies accruing to\n\nthe credit of the fund shall be budgeted and expended by the ABLE\n\nCommission for general operations.
