As used in the Oklahoma Horse Racing Act:\n\n1. \"Commission\" means the Oklahoma Horse Racing Commission;\n\n2. \"Enclosure\" means all buildings, structures and grounds\n\nutilized for the conduct of a race meeting and/or gaming at the race\n\ntrack and any additional areas designated by the Oklahoma Horse\n\nRacing Commission;\n\n3. \"Family\" means husband, wife, and any dependent children;\n\n4. \"Financial interest\" means an interest that could result in\n\ndirectly or indirectly receiving a pecuniary gain or sustaining a\n\npecuniary loss as a result of ownership or interest in a business\n\nentity, or as a result of salary, gratuity, or other compensation or\n\nremuneration from any person;\n\n5. \"Horse racing\" means any type of horse racing, including,\n\nbut not limited to, Arabian, Appaloosa, Paint, Pinto, Quarter Horse,\n\nand Thoroughbred horse racing.\n\na. \"Arabian horse racing\" means the form of horse racing\n\nin which each participating horse is an Arabian horse\n\nregistered with the Arabian Horse Club Registry of\n\nAmerica and approved by the Arabian Horse Racing\n\nAssociation of America or any successor organization,\n\nmounted by a jockey, and engaged in races on the flat\n\nover a distance of not less than one-quarter (1/4)\n\nmile or more than four (4) miles.\n\nb. \"Appaloosa horse racing\" means the form of horse\n\nracing in which each participating horse is an\n\nAppaloosa horse registered with the Appaloosa Horse\n\nClub or any successor organization and mounted by a\n\njockey.\n\nc. \"Quarter Horse racing\" means the form of horse racing\n\nwhere each participating horse is a Quarter Horse\n\nregistered with the American Quarter Horse Association\n\nor any successor organization, mounted by a jockey,\n\nand engaged in a race on the flat.\n\nd. \"Paint horse racing\" means the form of horse racing in\n\nwhich each participating horse is a Paint horse\n\nregistered with the American Paint Horse Association\n\nor any successor organization and mounted by a jockey.\n\ne. \"Pinto horse racing\" means the form of horse racing in\n\nwhich each participating horse is a Pinto horse\n\nregistered with the Pinto Horse Association of\n\nAmerica, Inc. or any successor organization and\n\nmounted by a jockey.\n\nf. \"Thoroughbred horse racing\" means the form of horse\n\nracing in which each participating horse is a\n\nThoroughbred horse registered with the Jockey Club or\n\nany successor organization, mounted by a jockey, and\n\nengaged in races on the flat.\n\n“Horse racing” shall not mean the racing of a cloned horse or\n\noffspring of a cloned horse regardless of whether any breed\n\nassociation has registered the horse;\n\n6. \"Minor\" means any individual under eighteen (18) years of\n\nage;\n\n7. \"Minus pool\" means a pari-mutuel pool in which, after\n\ndeducting the take-out, not enough money remains in the pool to pay\n\nthe legally prescribed minimum return to those placing winning\n\nwagers, and in which the organization licensee would be required to\n\npay the remaining amount due;\n\n8. \"Occupation licensee\" means any person who has obtained an\n\noccupation license;\n\n9. \"Organization licensee\" means any person receiving an\n\norganization license;\n\n10. \"Pari-mutuel system of wagering\" means a form of wagering\n\non the outcome of horse races in which those who wager purchase\n\nwagers of various denominations on a horse or horses and all wagers\n\nfor each race are pooled and held by the organization licensee for\n\ndistribution. The pari-mutuel system of wagering uses an electric\n\ntotalizator or similar equipment which automatically registers the\n\nwagers made on each horse;\n\n11. \"Pari-mutuel pool\" means the total money wagered by\n\nindividuals on any horse or horses in a particular horse race to\n\nwin, place, or show and held by the organization licensee pursuant\n\nto the pari-mutuel system of wagering. There is a separate pari-\n\nmutuel pool for win, for place, for show, and for each multiple\n\ncombination of betting approved by the Oklahoma Horse Racing\n\nCommission;\nse;\n\n11. \"Pari-mutuel pool\" means the total money wagered by\n\nindividuals on any horse or horses in a particular horse race to\n\nwin, place, or show and held by the organization licensee pursuant\n\nto the pari-mutuel system of wagering. There is a separate pari-\n\nmutuel pool for win, for place, for show, and for each multiple\n\ncombination of betting approved by the Oklahoma Horse Racing\n\nCommission;\n\n12. \"Person\" means any individual, partnership, corporation, or\n\nother association or entity; and\n\n13. \"Race meeting\" means the entire period of time not to\n\nexceed twenty (20) calendar days separating any race days for which\n\nan organization license has been granted to a person by the\n\nCommission to hold horse races at which the pari-mutuel system of\n\nwagering is conducted, to hold non-pari-mutuel horse races or to\n\nconduct accredited work or training races.\n\nB.
