The Commission shall promulgate rules and regulations\n\nsetting minimum standards to be met by organization licensees.\n\nB. The failure of an organization licensee which has been\n\nawarded racing dates to meet the minimum standards set by the\n\nCommission shall result in the mandatory suspension of the\n\norganization license by the Commission. The suspended organization\n\nlicense of the organization shall not be reinstated until the\n\nminimum standards are met.
