The Oklahoma Horse Racing Commission shall issue occupation\n\ngaming licenses to manufacturer, distributor,\n\nmanufacturer/distributor, vendor, manufacturer’s employee,\n\ndistributor’s employee, manufacturer/distributor’s employee, key\n\nexecutive, vendor employee, gaming employee and such other personnel\n\ndesignated by the Commission whose work, in whole or in part, is\n\nconducted at a gaming facility upon racetrack grounds which are\n\nowned by an organization licensee. The occupation gaming licenses\n\nshall be obtained prior to the time such persons engage in their\n\nvocations at the gaming facility upon such racetrack grounds at any\n\ntime during the calendar year for which the Racetrack Gaming\n\nOperator License has been issued. No person required to be licensed\n\npursuant to the provisions of this section may participate in any\n\ncapacity at a gaming facility at a racetrack without a valid license\n\nauthorizing such participation.\n\nB. The activities authorized by the occupation gaming licenses\n\nissued pursuant to this section are as follows:\n\n(1) Manufacturer License, which authorizes the approved\n\nlicensee to manufacture, fabricate, assemble, produce, program,\n\nrefurbish, or make modification to any gaming machine or device,\n\nauthorized game, or associated equipment in accordance with the\n\nState-Tribal Gaming Act and Commission rules;\n\n(2) Distributor License, which authorizes the approved\n\nnonmanufacturer to lease, sell, distribute or market any gaming\n\nmachine, associated equipment, game program or program storage\n\ndevice in Oklahoma or outside the state in accordance with the\n\nState-Tribal Gaming Act and Commission rules;\n\n(3) Manufacturer/Distributor License, which authorizes the\n\napproved licensee to manufacture, fabricate, assemble, produce,\n\nrefurbish, lease, sell, distribute, market or make modifications to\n\nany gaming machine, associated equipment, game program or program\n\nstorage device in Oklahoma or outside the state in accordance with\n\nthe State-Tribal Gaming Act and Commission rules;\n\n(4) Vendor License, which authorizes a vendor, not licensed as\n\na manufacturer, distributor, or manufacturer/distributor, that\n\nconducts operations on-site at a racetrack gaming facility to sell\n\nor lease goods and/or services to racetrack gaming operators;\n\n(5) Manufacturer’s Employee License, which authorizes the\n\napproved licensee to be an employee of a manufacturer who supplies\n\ngaming-related goods and/or services to the racetrack gaming\n\noperator on-site at the gaming facility;\n\n(6) Distributor’s Employee License, which authorizes the\n\napproved licensee to be an employee of a distributor who supplies\n\ngaming-related goods and/or services to the racetrack gaming\n\noperator on-site at the gaming facility;\n\n(7) Manufacturer/Distributor’s Employee License, which\n\nauthorizes the approved licensee to be an employee of a\n\nmanufacturer/distributor who supplies gaming-related goods and/or\n\nservices to the racetrack gaming operator on-site at the gaming\n\nfacility;\n\n(8) Key Executive License, which authorizes the recipient to be\n\nemployed as a key executive;\n\n(9) Vendor Employee License, which authorizes any employee to\n\nwork for a licensed vendor and supply goods and/or services on-site\n\nat the gaming facility;\n\n(10) Gaming Employee License, which authorizes the recipient to\n\nbe employed as a gaming employee; and\nng operator on-site at the gaming\n\nfacility;\n\n(8) Key Executive License, which authorizes the recipient to be\n\nemployed as a key executive;\n\n(9) Vendor Employee License, which authorizes any employee to\n\nwork for a licensed vendor and supply goods and/or services on-site\n\nat the gaming facility;\n\n(10) Gaming Employee License, which authorizes the recipient to\n\nbe employed as a gaming employee; and\n\n(11) Gaming Machine or Device License, which authorizes the\n\nracetrack gaming operator to use or have a gaming machine or device\n\non the racetrack premises.\n\nNone of these gaming licenses may be transferred, sold, or\n\nassigned.\n\nC. Testing laboratories that wish to function as a Commission-\n\napproved independent testing laboratory must apply to be issued an\n\nIndependent Testing Laboratory License. The application must be\n\naccompanied by the required application fee and an investigation fee\n\nin an amount equal to one-half of the license fee.
