The Oklahoma Horse Racing Commission shall approve the\n\ntransfer of purse money generated for races for Thoroughbred horses,\n\nraces for Quarter Horses or races for Paint and Appaloosa horses\n\npursuant to this section, by one organization licensee to another\n\norganization licensee, upon joint application of the organization\n\nlicensee generating the purse money, the organization licensee\n\nreceiving the transferred purse money, and in the case of a transfer\n\nof purse money for Thoroughbred racing, the official horsemen’s\n\nrepresentative organization that represents participating horsemen\n\nat a race meeting in a county with a population exceeding six\n\nhundred thousand (600,000) persons by an organization licensee\n\nlicensed pursuant to Section 205.2 of Title 3A of the Oklahoma\n\nStatutes that is restricted to Thoroughbred horses, and in the case\n\nof a transfer of purse money for Quarter Horse, Paint and Appaloosa\n\nhorse racing, the official horsemen’s representative organization\n\nthat represents participating horsemen at a race meeting in a county\n\nwith a population exceeding six hundred thousand (600,000) persons\n\nby an organization licensee licensed pursuant to Section 205.2 of\n\nTitle 3A of the Oklahoma Statutes that is restricted to Quarter\n\nHorse, Paint and Appaloosa horses. Purse money transferred to one\n\norganization licensee from purse money for a particular breed of\n\nhorse generated by another organization licensee shall only be used\n\nto supplement purses for that breed of horse. Notwithstanding the\n\nforegoing, any agreement for the transfer of purse money may be\n\nrescinded by order of the Commission if the Commission is petitioned\n\nby not less than two-thirds (2/3) of the licensed owners,\n\nowner/trainers and trainers of starters of a particular breed of\n\nhorses during the most recently concluded meet for that breed of\n\nhorses at the tracks affected by the transfer.\n\nB.
