Electronic amusement games are games in which a player’s\n\nperformance can be improved by skill. Consistent with this intent,\n\neach player terminal employed in an electronic amusement game shall\n\nonly offer games that meet the following minimum standards:\n\n1. Each electronic amusement game must require decisions or\n\nactions by players that could affect the result of the game;\n\n2. No auto-hold, “smart-hold”, or similar feature shall be\n\nemployed which permits the player terminal to automatically\n\ndetermine optimum play or make decisions for players;\n\n3. Each player terminal must prominently display either on the\n\nterminal or on a help screen:\n\na. the rules of the game and instructions and other\n\ninformation regarding the concept of the game so that\n\na novice player can understand how to improve his or\n\nher performance, and\n\nb. possible winning combinations based on the amounts\n\npaid to play the game and the other information\n\nrequired in this section. Such information may not be\n\nincomplete, confusing or misleading;\n\n4. In electronic amusement games in which players are competing\n\nagainst others, the players shall be informed about whether and how\n\nwinning prizes will be shared; and\n\n5. No electronic amusement game shall base its outcome on the\n\nnumber or ratio of prior wins to prior losses or any other factor\n\nrelating to the profit or revenues retained by the operator from\n\nprior plays of the game.\n\nB. Following any play on a player terminal, data shall be\n\nmaintained electronically and shall be viewable either\n\nelectronically or by printed report.
