The following standards shall be met in connection with any\n\ncashless transaction system:\n\n1. All player account information must be stored on at least\n\ntwo (2) separate nonvolatile media;\n\n2. An audit file must be kept of all financial transactions\n\nagainst the account. This file must be stored in at least two (2)\n\nseparate nonvolatile media, and be accessible for purposes of audit\n\nand disputes resolution to authorized individuals. This file must\n\nbe available on-line for a minimum of thirty (30) days, after which\n\nit must be available off-line for a minimum of one hundred eighty\n\n(180) days;\n\n3. Access controls must be in place to guarantee that\n\nunauthorized individuals will not have access to account information\n\nor history;\n\n4. Passwords or personal identification numbers (PINs), if\n\nused, must be protected from unauthorized access;\n\n5. All means for communicating information within the system\n\nshall conform to the standards set forth in this act;\n\n6. Player accounts shall follow accounting procedures which are\n\ndesigned to verify and protect the accurate recording of all player\n\ntransactions;\n\n7. Any card or other tangible instrument issued to a player for\n\nthe purpose of using the cashless transaction system shall bear on\n\nits face a control or inventory number unique to that instrument;\n\n8. Encoded bearer instruments printed or magnetic may include\n\ncoupons and other items distributed or sold for game play,\n\npromotional, advertising or other purposes, but may not include\n\ncash. Such instruments must be in electronically readable form in\n\naddition to having unique identification information printed on the\n\ninstrument face. The daily and monthly reporting must include with\n\nrespect to such instruments:\n\na. cash converted to game play credits,\n\nb. outstanding unredeemed balance,\n\nc. game play credits converted to cash,\n\nd. game play credits used, and\n\ne. game play credits won;\n\n9. All customer accounts or instruments must have a redemption\n\nperiod of at least fourteen (14) days; and\n\n10. No ATM card, financial institution debit card or credit\n\ncard shall be utilized as part of any cashless transaction system.\n\nB. Any “smart card” system which the licensee intends to\n\nimplement as part of the cashless transaction system shall be tested\n\nby an independent testing laboratory approved by the Commission to\n\nensure the integrity of player funds. Any smart card must store on\n\nthe card or on the system using the card an audit trail of the last\n\nten (10) transactions involving the use of the card. Each\n\ntransaction record must include, at a minimum, the type of\n\ntransaction, the amount of the transaction, the date of the\n\ntransaction, the time of the transaction, and the identification of\n\nthe player terminal or cashier terminal or other points of cash\n\nexchange where the transaction occurred. The minimum daily and\n\nmonthly reporting for smart card activity must include:\n\n1. Total of cash transferred to smart cards;\n\n2. Total of smart card amounts transferred to cash;\n\n3. Total of smart card amounts transferred to game play\n\ncredits;\n\n4. Total of game play credits transferred to smart card\n\namounts; and\n\n5. Total unredeemed smart card balance.\n\nC. Systems shall be permissible that allow player tracking,\n\nmaintenance tracking, and other gaming management or marketing\n\nfunctions. These systems shall not interfere with, or in any way\n\naffect, the outcome of any game being played.
