Before any component of an electronic game may be placed\n\ninto operation by an organizational licensee, the licensee shall\n\nfirst have obtained and submitted to the Oklahoma Horse Racing\n\nCommission a written certification from the manufacturer that upon\n\ninstallation, each such component:\n\n1. Conforms to the standards of electronic games contained in\n\nthis act as certified by the independent testing laboratory;\n\n2. Can be used with components manufactured by others in\n\naccordance with open architectural and communication standards,\n\nplatform and protocols to be approved by the Commission that\n\npromotes competition among manufacturers and vendors of equipment\n\nand components for such games; and\n\n3. Operates and plays in accordance with the standards\n\ncontained in this act. Any certification of an electronic game\n\nwhich was obtained from the Commission by another licensee may be\n\nrelied upon as providing certification compliance under this\n\nsection.\n\nB. The organization licensee shall be responsible for the\n\npayment of all independent testing laboratory fees and costs in\n\nconnection with the duties described herein. Provided, the\n\norganization licensee may rely on any certification of an electronic\n\ngame previously approved by the Oklahoma Horse Racing Commission for\n\nany other licensee. The licensee may also rely on any certification\n\nof an electronic game obtained by a tribe and approved pursuant to\n\nthe provisions of the State-Tribal Gaming Act. In order to assure\n\nindependence of the independent testing laboratory, any independent\n\ntesting laboratory payment delinquency may be grounds by the\n\nCommission for rejecting such laboratory’s reports or certification.\n\nC.
