The Commission shall refuse to issue, deny renewal, suspend,\n\nor revoke a distributor license or a manufacturer license for any\n\nindividual who:\n\n1. Is not a citizen of the United States; or\n\n2. Has been convicted, pled guilty, or pled nolo contendere to\n\na felony pursuant to the laws of the United States, the District of\n\nColumbia, or any state or territory of the United States.\n\nB. The Commission shall refuse to issue, deny renewal, suspend\n\nor revoke a distributor license or a manufacturer license for a\n\npartnership if a partner of the partnership has been convicted, pled\n\nguilty, or pled nolo contendere to a felony pursuant to the laws of\n\nthe United States, the District of Columbia, or any state or\n\nterritory of the United States.\n\nC.
