As used in the Oklahoma State Athletic Commission Act:\n\n1. \"Administrator\" means the administrator of the Oklahoma\n\nState Athletic Commission;\n\n2. \"Amateur combative sports event\" means a combative sports\n\nevent in which the participants have never been licensed as\n\nprofessionals in any combative sport;\n\n3. \"Amateur combative sports practitioner\" means a person who\n\nhas never received or competed for any purse or other article either\n\nfor the expenses of training therefor or for participating in any\n\ncombative sports contest or exhibition which exceeds in monies or\n\nother things of value a sum to be determined by the Oklahoma State\n\nAthletic Commission;\n\n4. \"Amateur mixed martial artist\" means a person eighteen (18)\n\nyears of age or older who has never received or competed for any\n\npurse or other article either for the expenses of training therefor\n\nor for participating in any combative sport contest or professional\n\nexhibition which exceeds in monies or other things of value a sum to\n\nbe determined by the Oklahoma State Athletic Commission;\n\n5. \"Amateur mixed martial arts\" means any form of competitive\n\npugilistic contest in which the participants have never been\n\nlicensed as professionals in any combative sport and blows are\n\ndelivered with any part of the hands, feet, or knees and multiple\n\ncombative disciplines are used including grappling. Such contests\n\ntake place in a rope-enclosed ring or fenced enclosed cage and are\n\nfought in timed rounds;\n\n6. \"Applicant\" means any person, individual, club, association,\n\ncorporation, partnership or trust which submits to the Oklahoma\n\nState Athletic Commission an application for a license or permit\n\npursuant to the Oklahoma State Athletic Commission Act;\n\n7. \"Booking agent\" means independent contractors who act as\n\nbookers, agents, agencies and representatives who secure engagements\n\nand contracts for combative sports participants;\n\n8. \"Boxing\" means any form of competitive pugilism or unarmed\n\ncombat in which a blow is usually struck which may reasonably be\n\nexpected to inflict injury, including, but not limited to, boxing,\n\nwrestling, mixed martial arts, and kickboxing, but shall not include\n\nthe martial arts as defined by the provisions of this section;\n\n9. \"Broadcast\" means any audio or visual transmission sent by\n\nany means of signal within this state, whether live or taped or time\n\ndelayed, and includes any replays thereof. \"Broadcast\" shall not\n\ninclude any audio or visual transmission sent by any means of signal\n\nof any professional boxing event conducted outside this state;\n\n10. \"Cable system operator\" means any person who makes\n\navailable or provides customers a closed-circuit telecast which is\n\npay-per-view, including any person who does so as a direct broadcast\n\nsatellite provider or other multichannel video service provider;\n\n11. \"Closed-circuit telecast of professional combative sporting\n\nevents\" means telecast rights, including television, cable\n\ntelevision, or pay-per-view telecasts, acquired by paying a\n\nlicensing fee or by paying a contractual price by a business or\n\nindividual, including, but not limited to, arenas, entertainment or\n\nmeeting centers, restaurants, bars, taverns, hotels, motels, clubs,\n\nand organizations, which offers the viewing of the event to the\n\npublic or to private residences. Such events shall include local\n\nand state professional combative sports contests and professional\n\nexhibitions as defined in this section. \"Closed-circuit telecast\"\n\nmeans any such telecast of a professional combative sporting event\n\nas described herein which is not intended to be available for\n\nviewing without the payment of a fee, collected for or based upon\n\neach event viewed, for the privilege of viewing the telecast, and\n\nincludes pay-per-view;\n\n12. \"Club\" means an incorporated or unincorporated association\n\nor body of individuals voluntarily united and acting together for\necast of a professional combative sporting event\n\nas described herein which is not intended to be available for\n\nviewing without the payment of a fee, collected for or based upon\n\neach event viewed, for the privilege of viewing the telecast, and\n\nincludes pay-per-view;\n\n12. \"Club\" means an incorporated or unincorporated association\n\nor body of individuals voluntarily united and acting together for\n\nsome common or special purpose;\n\n13. \"Combative sports\" means any form of competitive pugilism\n\nor unarmed combat in which a blow is usually struck which may\n\nreasonably be expected to inflict injury, including but not limited\n\nto boxing, wrestling, mixed martial arts, and kickboxing, but shall\n\nnot include the martial arts (singular) as defined by the provisions\n\nof this section;\n\n14. \"Combative sports practitioner\" means a person who competes\n\nor spars in a combative sports event, including, but not limited to,\n\nboxers, kickboxers, mixed martial artists and wrestlers;\n\n15. \"Commission\" means the Oklahoma State Athletic Commission;\n\n16. \"Contest\" means a combative sports event in which it is\n\nreasonable to anticipate that the participants strive earnestly in\n\ngood faith to win;\n\n17. \"Corner person\" means, but shall not be limited to, a\n\ntrainer, a second, or any other individual who attends the\n\nparticipant during a match;\n\n18. \"Event\" means a combative sports contest or exhibition\n\nincluding but not limited to a match, bout, contest, show or\n\ntournament;\n\n19. \"Exhibition\" means a combative sports event in which the\n\nparticipants show or display their skill by sparring without\n\nnecessarily striving to win;\n\n20. \"Judge\" means an individual other than a referee who shall\n\nhave a vote in determining the winner of any contest;\n\n21. \"Kickboxing\" means any form of competitive pugilistic\n\nprofessional or amateur contest or exhibition in which blows are\n\ndelivered with the hand and any part of the foot. Such contests or\n\nexhibitions take place in a rope-enclosed ring and are fought in\n\ntimed rounds;\n\n22. \"License\" means a certificate issued by the Commission to\n\nparticipants of sanctioned professional or amateur combative sports\n\ncontests or exhibitions and is a mandatory requirement for\n\nparticipation in such events;\n\n23. \"Manager\" means an individual who controls or administers\n\nthe affairs of any professional combative sports participant,\n\nincluding acting as a booking agent. \"Manager\" shall include the\n\nrepresentative of a manager as defined by the Commission;\n\n24. \"Martial arts\" means any form of karate, kung fu, tae kwon-\n\ndo, or any other form of martial or self-defense art;\n\n25. \"Matchmaker\" means an individual who brings together\n\nprofessional combative sports participants or arranges professional\n\ncombative sports contests or professional exhibitions;\n\n26. \"Participant\" means an individual who takes part in a\n\ncombative sports event;\n\n27. \"Pay-per-view telecasts of professional combative sports\n\nevents\" means telecasts offered by cable television companies to\n\nsubscribers at a cost in addition to the monthly cable television\n\nsubscription rate. Such events shall include local and state\n\nprofessional combative sports contests and professional exhibitions\n\nas defined in this section;\n\n28. \"Person\" means any individual, firm, partnership, joint\n\nventure, limited liability company, club, association, corporation,\n\ntrust, or any other group or combination acting in concert, or any\n\nassignee, agent, employee, director, officer, or any other\n\nrepresentative of such person;\n\n29. \"Physician\" means an individual licensed under the laws of\n\nthis state to engage in the general practice of medicine or\n\nosteopathic medicine;\n\n30. \"Professional combative sports practitioner\" means an\n\nindividual eighteen (18) years of age or older who competes for\n\nmoney, prizes, or purses, or who teaches, instructs, or assists in\nector, officer, or any other\n\nrepresentative of such person;\n\n29. \"Physician\" means an individual licensed under the laws of\n\nthis state to engage in the general practice of medicine or\n\nosteopathic medicine;\n\n30. \"Professional combative sports practitioner\" means an\n\nindividual eighteen (18) years of age or older who competes for\n\nmoney, prizes, or purses, or who teaches, instructs, or assists in\n\nthe practice of combative sports or sparring as a means of obtaining\n\npecuniary gain;\n\n31. \"Professional combative sports event\" means a combative\n\nsports event in which the participants are paid a purse;\n\n32. \"Professional mixed martial arts\" means any form of\n\ncompetitive pugilistic contest in which the participants are paid a\n\npurse and blows are delivered with any part of the hands, feet,\n\nelbows, or knees and multiple combative disciplines are used to\n\ninclude grappling. Such contests take place in a rope-enclosed ring\n\nor fenced enclosed cage and are fought in timed rounds;\n\n33. \"Promote\" or \"promoting\" means producing, staging,\n\nsponsoring, organizing or otherwise holding a combative sports event\n\nwhether or not the event is open to the public;\n\n34. \"Promoter\" means any person or individual, whether a\n\nresident or nonresident of Oklahoma, or club or corporation, whether\n\ndomesticated or not domesticated in Oklahoma, that produces or\n\nstages professional contests, amateur mixed martial arts contests,\n\nor professional exhibitions conducted within this state and shall\n\ninclude any officer, director, or employees as defined by the\n\nCommission;\n\n35. \"Pugilism\" means combative sports or the skill or practice\n\nof fighting with the fists;\n\n36. \"Purse\" means the financial guarantee or any other\n\nremuneration or thing of value for which a combative sports\n\npractitioner participates in a professional combative sports event\n\nand shall include the participant's share of any payment received\n\nfor radio broadcasting, television, including cable television, pay-\n\nper-view television, and closed-circuit television, and motion\n\npicture rights. \"Purse\" shall also include gate receipts and any\n\nother prizes;\n\n37. \"Ring official\" means any individual who performs an\n\nofficial function during the progress of a combative sports event or\n\namateur mixed martial arts event including but not limited to\n\ntimekeepers, judges, referees, and attending physicians;\n\n38. \"Sanctioning permit\" means a permit issued by the\n\nCommission to promoters who make application for official approval\n\nof a professional or amateur combative sports event;\n\n39. \"Sparring\" means to engage in a form of combative sport\n\nwith jabbing or feinting movements, and the exchange of few heavy\n\nblows, such as occurs in a practice or exhibition boxing match;\n\n40. \"Telecast promoter\" means any promoter who shows or causes\n\nto be shown in this state a closed-circuit telecast of any\n\nprofessional combative sports event conducted in this state.\n\n\"Telecast promoter\" shall not include a cable system operator;\n\n41. \"Trainer\" means an individual who assists, coaches, or\n\ninstructs any professional combative sports practitioner or amateur\n\nmixed martial artist with respect to physical conditioning,\n\nstrategy, techniques, or preparation for competition, professional\n\ncombative sports contests, or professional exhibitions; and\n\n42. \"Vendor\" means any individual, firm, organization, club, or\n\ncorporation that participates in the conduct of a professional\n\ncombative sports event or amateur mixed martial arts event conducted\n\nin this state by offering for sale food or merchandise, including,\n\nbut not limited to, wearing apparel, alcoholic and nonalcoholic\n\nbeverages, souvenirs, and programs.\n\nB.
