The Oklahoma State Athletic Commission shall have the power\n\nand duty to promulgate, prescribe, amend, and repeal rules necessary\n\nto implement the provisions of the Oklahoma State Athletic\n\nCommission Act, according to the Administrative Procedures Act,\n\nincluding, but not limited to, defining qualifications, categories,\n\nlimitations, and fees for licenses, permits, and examinations, and\n\nestablishing bonding, contract, and insurance requirements.\n\nB.
