The Oklahoma State Athletic Commission is hereby vested with\n\njurisdiction to issue sanctioning permits for all professional and\n\namateur combative sports contests and exhibitions, including, but\n\nnot limited to, mixed martial arts , professional boxing, and\n\nkickboxing held or given within this state and to issue licenses for\n\nparticipants of sanctioned contests and exhibitions.\n\nB. 1. It shall be unlawful to promote or participate in a\n\nprofessional or amateur combative sports event unless the event is\n\nsanctioned by the Commission.\n\n2. Except as provided in paragraphs 1 and 2 of subsection C of\n\nthis section, it shall be unlawful to promote an amateur combative\n\nsports event unless the event is sanctioned by the Commission.\n\n3. Any person violating the provisions of this subsection shall\n\nbe subject to the administrative and criminal penalty provisions of\n\nSection 615 of this title.\n\nC. Specifically exempt from the provisions of the Oklahoma\n\nState Athletic Commission Act are the amateur combative sports\n\ncontests or exhibitions conducted or sponsored by:\n\n1. Any school, college, or university where the participants\n\nare students regularly enrolled in such institutions and the\n\ninstructors, coaches, and trainers are employees of such\n\ninstitutions. The term \"school, college, or university\" shall not\n\ninclude a school or other institution whose principal purpose is to\n\nfurnish instruction in combative sports or sparring;\n\n2. Any military installation or branch of the Armed Forces\n\nwhere the participants are employed by the military installation or\n\nare members of the branch of the Armed Forces sponsoring the contest\n\nor exhibition;\n\n3. USA Boxing; and\n\n4. The International Olympic Committee.\n\nD. The following persons are specifically exempt from the\n\nprovisions of the Oklahoma State Athletic Commission Act:\n\n1. Practitioners and instructors of the martial arts as defined\n\nin Section 602 of this title; and\n\n2.
