The Oklahoma State Athletic Commission shall promulgate\n\nrules necessary to implement processes for issuing sanctioning\n\npermits for professional combative sports events, amateur mixed\n\nmartial arts events and amateur kickboxing events held or given in\n\nthis state and for issuing licenses for participants of sanctioned\n\ncontests and exhibitions, except those events and persons\n\nspecifically exempt by the provisions of the Oklahoma State Athletic\n\nCommission Act.\n\nB. All persons or entities who participate in any professional\n\ncombative sports event, amateur mixed martial arts event or amateur\n\nkickboxing event sanctioned by the Commission, including, but not\n\nlimited to, professional combative sports practitioners, corner\n\npersons, booking agents, matchmakers, promoters, referees, judges,\n\ntimekeepers, vendors, physicians, announcers, clubs, and\n\ncorporations associated with a professional combative sports event\n\nor amateur mixed martial arts event sanctioned by the Commission,\n\nshall be required to make application to the Commission for a\n\nlicense to participate in this state in any professional combative\n\nsports event, amateur mixed martial arts event or amateur kickboxing\n\nevent sanctioned by the Commission.\n\nC. An application for a sanctioning permit or a license shall\n\nbe on such form and require such information as shall be prescribed\n\nby the Commission.\n\nD. The Commission shall determine reasonable costs and fees\n\nassociated with issuing sanctioning permits and licenses. All costs\n\nand fees for sanctioning an event shall be payable by the promoter\n\nmaking application for a sanctioning permit. Costs and fees for a\n\nlicense may be paid by the participant making application or by the\n\npromoter of an event sanctioned by the Commission.\n\nE. A sanctioning permit shall be in effect upon the date issued\n\nby the Commission and shall expire upon the conclusion of the event,\n\nunless the sanctioning permit is suspended or revoked for just cause\n\nby the Commission. Licenses shall be in effect upon the date issued\n\nby the Commission, and all licenses shall expire June 30 unless the\n\nlicense is suspended or revoked for just cause by the Commission.\n\nF. Only promoters whose professional combative sports events,\n\namateur mixed martial arts events and amateur kickboxing events that\n\nhave been sanctioned by the Commission are authorized to place a\n\nnotice of sanction on printed and promotional materials associated\n\nwith the sanctioned event, which shall include but not be limited to\n\nadvertising, tickets, programs, posters, souvenirs, wearing apparel,\n\nbillboards, marquees and promotional signs inside and outside the\n\nvenue where the event is to be held, and broadcasting, including,\n\nbut not limited to, radio, television, including cable television,\n\npay-per-view television, and closed-circuit television and motion\n\npictures of the event. The notice of sanction shall substantially\n\nstate the following:\n\n\"Pursuant to the provisions of Section 601 et seq. of Title\n\n3A of the Oklahoma Statutes and the rules of the Oklahoma\n\nState Athletic Commission, THIS EVENT IS SANCTIONED BY THE\n\nOKLAHOMA STATE ATHLETIC COMMISSION. Sanctioning Permit No.\n\n_______.\"\n\nG.
