Stat. tit. 3A, § 3A-702","heading":"Intent of act","body":"It is the intent of the people of the State of Oklahoma:\n\n1. That net proceeds of lottery games conducted pursuant to the\n\nOklahoma Education Lottery Act shall be used to support improvements\n\nand enhancements for educational purposes and programs and that such\n\nnet proceeds shall be used to supplement rather than replace\n\nexisting resources for educational purposes and programs;\n\n2. That there shall be created a public body, corporate and\n\npolitic, known as the Oklahoma Lottery Commission, with powers as\n\ndefined in the Oklahoma Education Lottery Act which shall be\n\nexercised for the benefit of the State of Oklahoma, and with\n\nrequirements for full public disclosure of its operations and\n\nfinances;\n\n3. That lottery games shall be operated and managed in a manner\n\nwhich provides full and complete public disclosure of lottery\n\noperations, provides continuing entertainment to the public,\n\nmaximizes net proceeds available for educational purposes and\n\nprograms and ensures that the lottery is operated with integrity and\n\ndignity and free of political influence;\n\n4. That the Oklahoma Lottery Commission be operated in such a\n\nmanner that, after debt issued pursuant to the provisions of Section\n\n33 of this act is repaid, it is self-sustaining and self-funded; and\n\n5. That the Oklahoma Lottery Commission shall be accountable to\n\nthe Legislature and to the people of this state through availability\n\nto the public of its records pursuant to the Oklahoma Open Records\n\nAct, access to meetings pursuant to the Oklahoma Open Meeting Act,\n\nand development and monitoring of a comprehensive system of public\n\naudits and reports.","path":["OK Code","Title 3A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"5098a5384d8fae955c82758a3e6dc1ec8d1dd15be163bb48847dd003aa8bbba8","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3a-3a-701","next":"us-ok/okla.-stat.-tit.-3a-3a-703"},"notice":"GroundRules: Original legal text.
