Stat. tit. 3A, § 3A-710","heading":"Rules – Video lottery machines prohibited","body":"The board of trustees of the Oklahoma Lottery Commission may\n\npromulgate rules regulating the conduct of lottery games in general,\n\nincluding, but not limited to, rules specifying:\n\n1. The type of lottery games to be conducted, including, but\n\nnot limited to, instant lotteries and other games traditional to the\n\nlottery;\n\n2. The sale price of tickets or shares and the manner of sale.\n\nAll forms of applicable retail payment shall be accepted;\n\n3. The number and amount of prizes;\n\n4. The method and location of selecting or validating winning\n\ntickets or shares;\n\n5. The manner and time of payment of prizes, which may include\n\nlump-sum payments or installments over a period of years;\n\n6. The manner of payment of prizes to the holders of winning\n\ntickets or shares, including, without limitation, provision for\n\npayment of prizes by retailers not exceeding Six Hundred Dollars\n\n($600.00) after deducting the price of the ticket or share and after\n\nperforming validation procedures appropriate to the game and as\n\nspecified by the board. The board may provide for a limited number\n\nof retailers who can pay prizes of up to Five Thousand Dollars\n\n($5,000.00) after performing validation procedures appropriate to\n\nthe game and as specified by the board without regard to where the\n\nticket or share was purchased;\n\n7. The frequency of games and drawings or selection of winning\n\ntickets or shares;\n\n8. The means of conducting drawings;\n\n9. The method to be used in selling tickets or shares;\n\n10. The manner and amount of compensation to lottery retailers;\n\nand\n\n11. Any other matters necessary to ensure the efficient and\n\neffective operation of lottery games, the continued entertainment\n\nand convenience of the public, and the integrity of the lottery.\n\nThe board of trustees shall not permit the operation of any\n\nlottery game using a video lottery machine. \"Video lottery machine\"\n\nmeans any electronic video game machine that, upon furnishing of\n\nconsideration, is available to play or simulate the play of a video\n\ngame, including, but not limited to, bingo and games conducted\n\npursuant to the Oklahoma Charity Games Act, poker, blackjack, slot\n\nmachines, pulltab machines, card games, dice, dominos, roulette\n\nwheels, or other similar forms of gambling, or games where winners\n\nare determined by the outcome of a sports contest, using a video\n\ndisplay and microprocessors in which the player may receive free\n\ngames or credits that can be redeemed for cash, coins or tokens, or\n\nthat directly dispenses cash, coins or tokens.","path":["OK Code","Title 3A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os3A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"ad1c6314f67553c6c20431bbbd026e10eec74c3babc33b93281645619df9b1f2","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-3a-3a-709","next":"us-ok/okla.-stat.-tit.-3a-3a-711"},"notice":"GroundRules: Original legal text.
