The executive director of the Oklahoma Lottery Commission,\n\nwith the approval of the board of trustees, shall employ such\n\npersonnel as may be necessary to carry out the provisions of the\n\nOklahoma Education Lottery Act and shall set the compensation and\n\nterms of compensation of such employees. All offices, positions,\n\nand personnel of the Oklahoma Lottery Commission shall be in the\n\nunclassified service.\n\nB. No employee of the Commission shall have a financial\n\ninterest in any vendor doing business or proposing to do business\n\nwith the Commission.\n\nC. No employee of the Commission shall participate in any\n\ndecision involving a retailer with whom the employee has a financial\n\ninterest.\n\nD. No employee of the Commission who leaves the employment of\n\nthe Commission may represent any vendor or lottery retailer before\n\nthe Commission for a period of two (2) years following termination\n\nof employment with the Commission.\n\nE. A background investigation shall be conducted on each\n\napplicant who has reached the final selection process prior to\n\nemployment by the Commission and on every employee of the Commission\n\nfor each calendar year. The results of a background investigation\n\nshall not be considered a record open to the public pursuant to the\n\nOklahoma Open Records Act.\n\nF. No person who has been convicted of any felony or a\n\nmisdemeanor involving illegal gambling or involving moral turpitude\n\nshall be employed by the Commission, nor shall the Commission employ\n\na person who is awaiting sentencing on a plea of guilt or nolo\n\ncontendere to such a felony or misdemeanor.\n\nG.
