Stat. tit. 3A, § 3A-714","heading":"Encouragement of minority business participation","body":"It is the intent of the people of this state that the Oklahoma\n\nLottery Commission encourage minority businesses to participate in\n\ncontracts with the Commission. Accordingly, the board of trustees\n\nof the Oklahoma Lottery Commission shall adopt a plan which achieves\n\nto the greatest extent possible a level of participation by minority\n\nbusinesses taking into account the total number of all retailers and\n\nvendors, including any subcontractors. The Commission shall\n\nundertake training programs and other educational activities to\n\nenable minority businesses to compete for contracts on an equal\n\nbasis.
