No person shall sell a ticket or share at a price other than\n\nestablished by the Oklahoma Lottery Commission unless authorized in\n\nwriting by the executive director. No person other than a duly\n\ncertified lottery retailer shall sell lottery tickets or shares.\n\nThis subsection shall not be construed to prevent a person who may\n\nlawfully purchase tickets or shares from making a gift of lottery\n\ntickets or shares to another. Nothing in the Oklahoma Education\n\nLottery Act shall be construed to prohibit the Commission from\n\ndesignating certain of its agents and employees to sell or give\n\nlottery tickets or shares directly to the public.\n\nB. Lottery tickets or shares may be given by retailers as a\n\nmeans of promoting goods or services to customers or prospective\n\ncustomers eighteen (18) years of age or older subject to prior\n\napproval by the Commission.\n\nC. No lottery retailer shall sell a lottery ticket or share\n\nexcept from the locations listed in the contract of the retailer and\n\nas evidenced by the certificate of authorization unless the\n\nCommission authorizes in writing any temporary location not listed\n\nin the contract.\n\nD.
