The Oklahoma Lottery Commission shall be self-sustaining and\n\nself-funded. Monies in the General Revenue Fund shall not be used\n\nor obligated to pay the expenses of the Commission or prizes of the\n\nlottery, and no claim for the payment of an expense of the lottery\n\nor prizes of the lottery may be made against any monies other than\n\nmonies credited to the Oklahoma Education Lottery Revolving Fund.\n\nB. The Commission may purchase, lease, or lease-purchase such\n\ngoods or services as are necessary for effectuating the purposes of\n\nthe Oklahoma Education Lottery Act. The Commission may make\n\nprocurements which integrate functions such as lottery game design,\n\nlottery ticket distribution to retailers, supply of goods and\n\nservices, and advertising.
